Konec meseca se nam obeta \u0161e ena v seriji zakonskih sprememb, s katero vlada pove\u010duje nadzor nad prebivalci \u2013 predvsem tistimi iz najranljivej\u0161ih skupin. Tokrat je govora o \u0161kandaloznih spremembah Zakona o tujcih, Zakona o mednarodni za\u0161\u010diti in Zakona o prijavi prebivali\u0161\u010da. O prvih dveh, ki ciljata na totalno omejitev pravic prosilcev za azil, smo \u017ee veliko pisali – in \u010deprav zakona \u0161e nista bila sprejeta, se na terenu v obliki mno\u017ei\u010dnih izgonov in zapiranj \u017ee dolgo izvajata. Ni\u010d druga\u010de pa ni z Zakonom o prijavi prebivali\u0161\u010da, s katerim se vlada spu\u0161\u010da v lov nad \u201cfiktivnimi naslovi\u201d \u2013 seveda ne goljufivih podjetij, ampak prebivalcev s tujim dr\u017eavljanstvom. In \u010deprav zakon \u0161e ni sprejet, pa nadzorovanje ljudi na domovih postaja nekaj povsem vsakdanjega. <\/p>\n

Tako smo vsi aktivisti in aktivistke Ambasade Rog, ki smo kdaj tujcem nudili prebivali\u0161\u010de, v roku nekaj dni dobili pred vrata policijo. Ta je brez nalogov in brez obrazlo\u017eitve trkala na na\u0161a vrata in nas zasli\u0161evala: \u201cKdo vse \u017eivi pri vas? Kako ste se spoznali? Preko koga ste se spoznali? S katerimi organizacijami delate?\u201d V nekaterih primerih so zvonili tudi pri na\u0161ih sosedih. O\u010ditno ni \u0161lo le za lov na tujce, ampak tudi za popisovanje aktivistov, ki prakticirajo solidarnost in dejansko opravljajo vlogo, ki bi jo morala dr\u017eava \u2013 zavrnjeni prosilci za azil, nedokumentirani in tujci v deportacijskih postopkih, so pri nas po dolgih priporih v Centru za tujce dobesedno vr\u017eeni na ulico. \u0160e dodatno nas skrbi o\u010ditni kriminalisti\u010dni nadzor tistih, ki zastopamo ljudi v Centru za tujce \u2013 po pri\u010devanju zaprtih so do njih ve\u010dkrat pristopili \u201cmo\u0161ki v civilu\u201d, jih zasli\u0161ali \u201ckdo vse jim v Sloveniji pomaga\u201d, vsaj enemu pa ponudili nov telefon, s katerim \u201cnaj kli\u010de svoje prijatelje\u201d.<\/p>\n

Kriminalizacija solidarnosti se povsod po Balkanski poti stopnjuje \u017ee ve\u010d let. S tem dr\u017eave preganjajo vse, ki bi utegnili motiti njihov zlo\u010dinski sistem mno\u017ei\u010dnih pushbackov (protipravnih vra\u010danj). Ob tem se velja spomniti nedavne izku\u0161nje italijanskih aktivistov Lorene Fornasir in Giana Andrea Franchija, ki sta gostila migrantsko dru\u017eino, italjanski policisti pa so jima nedavno vstopili v dom, jima zasegli ra\u010dunalnik in dokumentacijo humanitarnega dru\u0161tva. Povsod kjer poteka ilegalno raz\u010dlove\u010denje beguncev, poteka tudi nadlegovanje, ustrahovanje in kaznovanje solidarnih dr\u017eavljanov.
\nV Delovni skupini za azil Ambasade Rog nikakor ne pristajamo na tak\u0161no ustrahovanje. Praksa solidarnosti je pre\u017eivela \u017ee ve\u010d vlad in policijskih uprav, pre\u017eivela bo tudi to. <\/p>\n

Police intimidation and surveillance – attack on solidarity!<\/p>\n

At the end of the month, another series of legislative changes will take place by which the government will increase control over the population – especially over the most vulnerable groups. This time we are talking about scandalous changes to the Aliens Act, the International Protection Act and the Registration of Residence Act. We have already written extensively about the first two, which aim to restrict the rights of asylum seekers. Although the laws have not been adopted yet, they have been implemented in the field for a long time in the form of mass expulsions and imprisonments. It is no different with the Residence Registration Act by which the government goes on the hunt for \u201cfictitious addresses\u201d – not fraudulent companies, of course, but residents with foreign citizenship. Although the law has not yet been passed, monitoring people\u2019s homes has become something common.<\/p>\n

Thus, all the activists of the Rog Embassy who once offered accommodation to foreigners were visited by the police in just a few days. Without any orders and without explanation, they knocked on our doors and interrogated us: \u201cWho lives with you? How did you meet? What organization do you work with? \u201d In some cases, they also rang our neighbours. Apparently, it was not only a hunt for the foreigners but also for activists who practice solidarity and actually perform the role that the state should: rejected asylum seekers, undocumented and foreigners in deportation processes are after release from Centre for Foreigners literally thrown into the street. We are additionally concerned about the obvious criminal control of those who represent people in the Centre for Foreigners \u2013 detainees testify being approached several times by \u201cmen in civilian clothes\u201d, who questioned them about \u201cwho helps them in Slovenia\u201d, and offered at least one person new phone to \u201clet him call his friends\u201d.<\/p>\n

The criminalization of solidarity has been intensifying throughout the Balkans for many years. By doing so, states are prosecuting anyone who might disrupt their criminal system of mass pushbacks. It is worth recalling the recent experiences of Italian activists Lorena Fornasir and Gian Andrea Franchi, who hosted a migrant family, and Italian police officers recently entered their home, confiscated their computer and documents from their humanitarian organization. Wherever illegal dehumanization of refugees takes place, we also witness harassment, intimidation and punishment of citizens who practice solidarity.<\/p>\n

In the Asylum Working Group of the Rog Embassy, we condemn such intimidation. The practice of solidarity has survived several governments and police administrations, and it will survives this one as well.<\/p>\n","protected":false},"excerpt":{"rendered":"
